Does this tool decide whether an inspection passes?

No. The calculator shows a pass rate but does not set a passing threshold. Your company or customer can apply its own quality standard.

What is the difference between Needs Attention and Reclean Required?

Use the labels according to your own process. A practical approach is to use Needs Attention for an issue that should be noted or corrected later, and Reclean Required when the area should be cleaned again before the work is considered complete.

Can I use this as a janitorial inspection checklist template?

Is this the same as a cleaning completion report?

No. A completion report records what the cleaning crew completed during a service visit. An inspection scorecard evaluates the quality of that work during or after the service visit.
